CIO-SP4 RFP amended again

Revised offers due Jan. 21

      The National Institutes of Health addressed a critique of its “CIO-SP4” solicitation by issuing a 12th Amendment to it. Revised proposals are due on Jan. 21.

      The changes impact bidders in mentor-protege arrangements regarding their submissions of experience examples, according to a client alert written by Cy Alba, partner at PilieroMazza PLLC.

      Mentors in mentor-protégé arrangements, regardless of their size, now may submit up to two experience examples for each task area. Small business mentors who did not submit at least two experience examples for each of the task areas should submit proposal revisions before doing so.

      There also is a new requirement. Protégés now are required to submit one experience example overall for any of the task areas.

      The amendment addresses concerns raised by the Government Accountability Office in a recent protest. GAO said that NIH’s decision to limit experience examples from large business mentors in a mentor-protege relationship was unduly restrictive.

      “It does appear that this amendment is now consistent with the GAO’s reasoning,” Alba wrote. However, the new requirement for protege experience could be a hurdle for some offerers, he added.
