Biden cancels 73 rescissions
President Joe Biden on Jan. 31 rejected 73 proposed spending cuts totaling $27.4 billion that had been ordered by former President Donald Trump days before leaving office.
The rescissions were forwarded to Congress under a budget maneuver that allows a president to request cancellation of line items in an appropriations bill.
The process allows the funds to be frozen for 45 days while the cuts are considered by Congress. Biden withdrew the requested rescissions.
The cuts would have affected nearly every department, including $14.2 million that would have been eliminated from the Army Corps of Engineers’ water infrastructure programs.
Affected programs were in these departments--USDA, Commerce, Education, Energy, HHS, DHS, Interior, DOJ, DOL, State and Treasury--and in these agencies: the District of Columbia; Environmental Protection Agency; National Endowments for the Arts and Humanities; National Gallery of Art; Peace Corps; and USAID, among others.
The largest rescissions were:
- $5.1 billion for State’s Global Health Initiatives;
- $2.4 billion for Advanced Technology Vehicles Manufacturing loans;
- $2.2 billion for USAID’s Development Assistance;
- $2.1 billion for DOE’s Energy Efficiency and Renewable Energy; and
- $2.1 billion for State’s Emergency Plan for AIDS Relief.
