SBA released a 2022-26 strategic plan, or did it?
The SBA recently posted on the Internet a Strategic Plan for 2022-2026 with goals impacting small business federal contracting and entrepreneurship.
However, the distribution of the two-page plan apparently had glitches. A purported Request for Comment about the plan on Oct. 21 linked only to a previous strategic plan for 2018-2022. Set-Aside Alert will follow up with SBA to clarify.
The new plan sets three high-level goals, each with several sub-goals:
- Designing and delivering equitable and customer-centric programs, including building “an inclusive and proficient small business contracting base.”
- Building resilient businesses and a sustainable economy; and
- Implementing strong stewardship of SBA’s resources for greater impact.
For all, SBA aims to be equitable, customer-centric and technology-driven.

GAO report on 2021 protests
There were 1,897 protests filed with the GAO in fiscal 2021, a 12% decrease from the previous year, the GAO said in its annual report on protests. Of the 581 decisions based on merit, 85 (15%) supported the protester. For all protests the effectiveness rate was 48%, down from 51% the year before.
