More SAM.gov instructions

New Login.gov accounts required starting June 29; Old passwords to be void; Backlog of letters reported

      In continuing to address recent fraud, the General Service Administration issued another round of instructions for federal vendors registered in the government’s online System for Award Management (SAM) database.

      The most important change is the debut of a new Log-in process for SAM that will begin on June 29. Old passwords and usernames will not work.

      In addition, there is an unofficial report of a backlog of verification letters, and a law firm is advising filing such letters far in advance.

New Login.gov accounts

      Effective June 29, when vendors go to SAM.gov and log in, they will be asked to create a Login.gov user account. Current SAM usernames and passwords will no longer work.

      Prior to June 29, GSA is advising that all vendors make sure they know the email address associated with their current SAM user account.

      That email will be necessary to allow the system to automatically migrate information from your current account to your new account.

      Vendors may use a new email for their new Login.gov account. But it could cause delays in updating their registrations.

      The GSA is advising all vendors to determine which email is associated with their SAM account. The information is available under Account Settings.

Verification letters update

      SAM was hit by apparent fraudulent activity in March in which third parties gained access to bank accounts of some vendors. The GSA previously ordered new vendors and renewing vendors to send in notarized letters.

      As of June 29, GSA will no longer require the notarized letters to be on file before activation. However, the letters must be provided within 30 days after activation.

      As of June 11, the notarized letters are no longer required before activitation for entities seeking grants and loans. However, the notarized letters still must be provided within 30 days after activitation.

Reported backlog

      According to Pepper Hamilton LLP, the GSA recently has been backlogged in approving notarized verification letters sent in by vendors. The law firm is recommending that clients who have renewals coming up file their notarized letters as early as possible.
