GSA wants detailed comments on e-commerce

      The GSA has put out a list of questions for product suppliers as it prepares to implement an e-commerce online portal in compliance with Section 846 of the most recent NDAA. Responses to the RFI are due by July 20.

      A word of caution: In the RFI, the GSA focuses more on the benefits of such a portal, and “not so much” on how suppliers could be harmed, says consultant Larry Allen.

SBA OKs indirect ownership of HUBZone firms

      The SBA’s final rule allowing indirect ownership by U.S. citizens of companies in the HUBZone program went into effect on May 25. SBA said the regulation was changed to align with Congress’ intent in the law.

      The final rule says HUBZone small firms must be at least 51% owned and controlled by U.S. citizens.

      This allows HUBZone companies to utilize holding companies and other ownership vehicles and allows for more private equity investments in such firms, according to Jonathan Bush, counsel to PilieroMazza PLLC.

House approves Trump’s $15B in rescissions

     The House approved the White House’s $15 billion package of rescissions that would cancel mostly unspent funds from prior fiscal years, including $5 billion in expired funds for the Children’s Health Insurance Program and $4 billion for clean cars.

      It also includes $174 million that was designated for grants and loans in distressed neighborhoods.

      As of press time, the Senate had not yet acted to pass the rescissions.

Rule: cost or pricing data exceptions

DOD, GSA and NASA are seeking comments by Aug. 13 on a proposed rule addressing the exceptions from certified cost or pricing data requirements when price is based on adequate price competition.

      DoD, GSA, and NASA are proposing a separate standard for ‘‘adequate price competition’’ in the FAR, applicable only to DoD, NASA, and the Coast Guard, consistent with section 822 of the National Defense Authorization Act for Fiscal Year 2017.
