Services MAC small biz plans
The General Services Administration announced it intends to solicit and award five separate small business multiple-award acquisition contracts for its upcoming new Services MAC (Multi-Agency Contract), which will replace the popular “OASIS” professional services contract.
All together, there will be 6 separate IDIQ (Indefinite Delivery Indefinite Quantity) contracts in the Services MAC, including five for small business and one that is unrestricted.
The five small business contracts will be:
- Total Small Business;
- 8(a) Small Business;
- HUBZone Small Business
- Service-Disabled Veteran-Owned Small Business
- Woman-Owned Small Business
GSA officials, in a statement posted on GSA Interact on Feb. 28, said they adopted the structure after market research “to ensure maximum small business participation and procurement equity.”
At the same time, the agency officials addressed a possible concern that may arise for small firms with multiple certifications that may need to submit multiple offers. GSA “will make every effort to ensure offerors proposing on more than one solicitation can leverage one proposal to the maximum extent possible to reduce industry burden,” the GSA Interact statement said. GSA said it will apply technology and streamlined business processes to ease paperwork.
GSA also said it will adhere to the previously-announced Services MAC structure based on Domains. Currently, there are 8 domains, but that could change based on agency needs and administration priorities. According to the draft solicitation, the domains are:
- Management and Advisory
- Technical and Engineering
- Research and Development
- Intelligence Services
- Enterprise Solutions
- Environmental Services
- Facilities
- Logistics
