SAM.gov downtime
On March 15, GSA posted a notice on SAM.gov that users currently are not able to generate any standard, administrative, or ad hoc reports in SAM.gov. GSA said it is “looking into the issue.”
In addition, GSA has announced that SAM.gov will be offline from 8 pm EST on April 1 until no later than 9 am EST on April 4 to implement the new unique identifier system, replacing the DUNS system.

GSA mass mod/refresh
The GSA announced Mass Modification #10 to its Schedules, including these changes:
- Clarifying when remanufactured items are allowed under certain SINs;
- Updating standards for service contract wage determinations;
- Allowing extension of FSS contracts;
- Incorporating minimum wage rules; and
- Changing SINs for Facilities Solutions and Packaged Furniture subcategories.
Contractors will have 90 days to accept the mass modification.

Final rule on OLM
The GSA issued a final rule, effective April 1, on various updates and corrections to the GSAR regarding Order Level Materials (OLM). For one, the final rule removes “unnecessary language” regarding OLM and federal travel.
