Focus on OTA
The Defense Department’s “Other Transaction Authority” (OTA) production agreements are getting attention.
Last month, DOD awarded a $950 million cloud services agreement to REAN Cloud utilizing OTA. In addition, Congress in the fiscal 2018 national defense bill doubled the OTA thresholds.
Those events have drawn notice to OTA, which allows DOD to enter agreements for prototype projects up to $100 million, exempt from federal acquisition rules. Funding can go even higher with additional approvals.
OTA is seen as beneficial to innovation. But it has raised concerns about transparency and fairness in competition, given that the FAR does not apply.
