Opportunity Zones have little impact
Initial research on the more than 8,700 Opportunity Zone census tracts designated for tax breaks in the 2017 tax law suggests they are having little impact on economic activity in low-income communities. But results are inconclusive because of the major impacts from the pandemic in 2020, scholars said at a recent non-partisan Brookings conference.
Some Opp Zones are also HUBZones, while others are separate, setting up potential competition for aid.
