SDBs a priority over BIC: DOD

Prioritize SDB goals over BIC if cannot achieve both

      Defense Dept. acquisition officials issued a memo advising military units to prioritize Small Disadvantaged Business (SDB) procurement goals ahead of Best-In-Class contracts if there is a conflict in achieving both types of goals.

      “The achievement of these (SDB) goals shall be prioritized over attainment of Best in Class (BIC) contract goals if achievement of both goals is not possible. The use of BIC contracts should not impede the ability of the DoD Components to meet or exceed socioeconomic small business goals,” states the DOD memo of Jan. 27 from the Office of the Under Secretary of Defense for Acquisition and Sustainment.
