Which states got the most SBA earmarks for small business?

      Congress appropriated $18.8 million to the Small Business Administration to distribute to specific small business organizations in New York State in fiscal 2023. That is the highest amount in SBA earmarks among all the states.

      Meanwhile, Indiana, Missouri and 10 other states will get none.

      The distribution reflects the idiosyncrasies of earmarking, which is the practice of congressional lawmakers inserting specific allocations for local projects into federal spending bills.

      Lawmakers approved $174 million worth of earmarks for the SBA for specific small business organizations in 38 states in fiscal 2023, according to Set-Aside Alert’s calculations.

      Details on where the money goes are murky because the earmarks are approved without public discussion or debate. Lawmakers with seniority appear to get the most. States with more members of Congress also have the advantage over smaller states.
