Are set-asides ‘zero sum’?

      President Biden’s recent Executive Order to raise the government’s goal for procurements from Small Disadvantaged Businesses to 15% may be popular, but David Berteau, president of the Professional Services Council, recently raised some concerns about it.

      Here is what Berteau told Federal News Network: “The administration has emphasized increasing the number of dollars awarded to certain parts of the small business community,” he said.

      “But is it a zero sum game where the only way you can make one category-- women-owned businesses, minority-owned businesses, service disabled veteran-owned business, etc.--the only way you can make that category go up is to have a negative impact on other categories, because there is a limited amount of work that can be done by small businesses without making them large businesses and therefore, ineligible for future small business work,” Berteau added.
