House panel OKs GOP bills
The Republican majority on the House Oversight and Accountability Committee approved several bills to roll back Biden Administration initiatives related to federal contracting and spending. The bills included:
- HR 1209 would prevent the government from ordering federal construction contractors to enter into project labor agreements, which are pre-hire collective bargaining agreements. President Joe Biden issued an executive order in February 2022 requiring such agreements for most construction worth $35 million or more. The goal is to ward off potential labor issues by resolving disputes ahead of time, reducing work delays.
- HR 3358 would block the Biden Administration’s recent regulation requiring that many federal contractors disclose greenhouse gas emissions. It also would cancel the requirement that some firms develop goals for reducing their emissions.
- HR 4435 would reduce the budget for any unauthorized federal programs, starting in fiscal 2024. Rep. Jamie Raskin, D-MD, ranking Democrat, said the bill likely would cut off some funds for medical care for veterans, educational loans and housing assistance, among other programs, due to the large number of current federal programs without up-to-date authorizations.
