  4Q rush to spend $217B  
  
     	The annual surge of Fourth Quarter spending by the federal government is expected to be larger this year. Agencies must obligate all fiscal 2023 appropriations by the end of the fiscal year on Sept. 30.
 
     	Bloomberg forecasted that $217 billion remains to be spent in the fourth quarter for defense and civilian agency contracts. That’s likely to be the second-largest fourth-quarter total of the last decade, after  fiscal 2022, Bloomberg Senior Analyst Paul Murphy said in a webinar.
