VA considering tiered evaluation in vet set asides
Officials at the Veterans Affairs Dept. are considering “tiered evaluations” in set-asides for veteran-owned small businesses to address concerns about pricing, according to Steve Koprince, contracting attorney.
Koprince reported in his blog on Dec. 6 that additional bidders of all sizes would be allowed to bid on set-asides for service-disabled veteran-owned small businesses (SDVOSBs) as well as VOSBs.
The goal is to address anecdotal evidence of “excessive prices” in some awards to SDVOSBs and VOSBs, VA officials said.
The VA would evaluate the top tier, most likely bids from SDVOSBs. If no bids had “fair and reasonable” pricing, the VA would go to the next tier (most likely VOSBs) and continue down until a fair and reasonable price was achieved.
