Contractor pleads guilty; failed to pay sub $580K
Tennessee contractor Milton Cleve Collins, 54, pleaded guilty of defrauding the government of approximately $1.5 million, the Justice Dept. said. The fraud involved a GSA contract for construction of a federal courthouse in Tennessee.
The scheme included $580,000 that Collins failed to pay a small business subcontractor for repairs to the roof and the air conditioning system.

GAO issues report on VA’s MSPV-NG shortcomings
Of the items available on the VA’s Medical Surgical Prime Vendor-Next General (MSPV-NG) contract, 79% were added through non-competitive agreements, according to a new GAO report. The GAO proposed a number of improvements.

Protester penalized again
The GAO has once again suspended Latvian Connection from filing any new protests--this time for two years--because the GAO considers the company’s protests to be frivolous and abusive.
In August 2016, Latvian Connection was banned from submitting new protests for a year. Once the ban was lifted, the firm filed 10 new protests within a month, according to Federal News Radio.
