Best and worst states for SDVOSB contracting with US government

If you are setting up shop as a service-disabled veteran-owned small business (SDVOSB) contractor, you are more likely to succeed in Virginia, California, Maryland or Florida.

That is because there are tens of millions more dollars in upcoming opportunities for SDVOSB federal contracting in VA, CA, MD and FL than in the other states, based on Set-Aside Alert’s exclusive research. Together the four states had more than a third of all upcoming SDVOSB recompete opportunities identified by Set-Aside Alert.

Set-Aside Alert compiled a database from the Federal Procurement Data System of $1.7 billion in current SDVOSB contracts that are expiring in fiscal 2016 and beyond and are likely to be recompeted for SDVOSBs. Then we grouped the list of contracts by the states in which they are being performed; those places of performance are likely to remain the same when they are recompeted.

The top state as a place of performance for SDVOSB contracting is Virginia, with $184 million in upcoming SDVOSB opportunities.

Second is California, with $156 million; third, Maryland, $132 million; and fourth, Florida, $108 million.

Also highly ranked are Texas, $88 million; Georgia, $78 million; North Carolina, $67 million; Pennsylvania, $60 million; and Washington State, $52 million.

The SDVOSB contracting aligns fairly closely with US Defense Dept. spending in each state. According to the department, Virginia ranked first in defense spending in fiscal 2014, with California, Texas, Maryland, Florida, Georgia, Pennsylvania and Washington also in the top 10.

At the other extreme, there are only $307,000 in SDVOSB pending opportunities to be performed in Connecticut, which is the lowest among the 50 states, according to Set-Aside Alert’s research.

Second lowest was South Dakota, with $1.1 million in pending SDVOSB opportunities, and third lowest were New Hampshire and Guam, with $2 million.
