Primes to get credit for lower-tier subcontracts  
 
	The Small Business Administration issued a proposed rule to allow large prime contractors to get credit toward their small business subcontracting goals for awards made to small subs at any tier. It applies to primes that have individual subcontracting plans.
	Currently, large business primes only receive credit for the first tier of subcontractors. The new rule extends that credit to lower tiers. The deadline for comments is Dec. 7.

 “Bridge contracts” audit  
 
	Federal agencies’ “bridge contracts” need to be clearly defined and better tracked and managed, the Government Accountability Office reported.
	Bridge contracts are  termporary extensions of contracts without bids. But they can last for years, among other problems, GAO said.

 Simplified Acquisitions to  grow in overseas work 
	The Simplified Acquisition threshold would double for overseas contracts in support of humanitarian or peacekeeping oeprations, according to a proposed change to federal acquisition rules.
	Simplified acquisitions typically benefit small businesses because they are relatively low-value procurements with simplified processes.
	Under the proposed rule, the threshold would double from $150,000 to $300,000 for overseas humanitarian or peacekeeping.

 HUBZone fake gets jail
 
	A Canton, OH man was sentenced to a year in prison and ordered to repay $6.7 million for lying about his company’s HUBZone status. 	
	William Richardson III pretended to be a HUBZone-located vendor to win federal contracts.
