'Significant inaccuracies' in FAS data: IG
A partial audit of the Federal Acquisition Service’s reporting on small business procurements in fiscal 2016-2017 found at least $209 million in awards that were incorrectly credited to small businesses.
"FAS's reporting of small business procurements contained significant inaccuracies," concluded the Inspector General of the General Services Administration.
The incorrect data included $89 million in awards that were wrongly labeled as small business awards in the Federal Procurement Data System (FPDS)--NextGen, and $120 million in small business awards performed by large businesses.
From a total of $3.7 billion in FAS small business procurements in fiscal 2016 and 2017, the IG examined the 30 largest procurements, which totaled $752 million.
From that total, $209 million worth, or 28%, were found to have incorrectly identified small firm participation.
The errors included:
- Four procurements totaling $89 million were incorrectly credited as small business procurements due to inaccurate NAICS codes;
- Small business procurements totaling approximately $76 million were subcontracted to large businesses but still credited as small business procurements; and
- Small business procurements in which 94% to 99% of the work was performed by large businesses, totaling $43 million, were credited as small business contracts.
FAS officials reported that FPDS-NG has limitations that prevent accurate reporting of small business participation at the task order level.
The IG made recommendations to address the shortcomings.
The report did not address to what extent the annual Small Business Procurement Scorecard has been affected by inaccuracies in FAS reporting.
