PPP extension has “set-asides”: Velazquez
The House has updated its HEROES Act stimulus bill to renew Paycheck Protection Program loans and also to create PPP “set-asides” allowing more small businesses to access the loans, Rep. Nydia Velazquez, chair of the House Small Business Committee, announced on Sept. 29.
“The updated HEROES Act will give underserved small businesses and struggling non-profits that were unable to access the program the first time around a fair shot at relief through set-asides and funding for mission-based lenders,” she said in a press release. Firms will be allowed to take second PPP loans. There also is additional funding for Economic Injury Disaster Loans, the release stated.

House committee OKs HUBZone appeals bill
The House Small Business Committee on Sept. 16 unanimously approved legislation intended to improve the HUBZone appeals process.
HR 8229, the “Parity for HUBZone Appeals Act of 2020, directs the SBA to issue regulations within a year to transfer jurisdiction over HUBZone status appeals to the SBA Office of Hearings and Appeals. Currently the Associate Administrator for Government Contracting and Business Development adjudicates HUBZone appeals. The goal is to have uniformity in appeals for HUBZones, SDVOSBs and WOSBs.
