Continuing Resolution & Sect. 3610
The House on Sept. 22 approved a Continuing Resolution (CR) to fund the government until Dec. 11, including a provision to extend Sect. 3610 of the CARES Act to that date. Contractors asked for the extension of Sect. 3610, which otherwise would expire on Sept. 30. The provision allows federal contractors to be reimbursed for maintaining "a ready state" during the pandemic.
The Senate passed the Continuing Resolution on Sept. 30 and sent it to the President for signature.
The President did not sign the measure until 12:50am on October, technically missing the dealine by 50 minutes. He was returning to the White House from a campaign event in Minnesota. Govenment Executive reported that "The Office of Management and Budget had instructed agencies not to begin any shutdown activities during the brief, 50-minute lapse."
