NASA’s draft NCAPS RFP

      NASA has released a draft RFP to consolidate several existing contracts--including several small business contracts--into the “NCAPS” enterprise IT and IT support services contract over eight years.

      In market research, NASA found that only one small business could perform the NCAPS requirements as a prime, NASA said in a special notice.

      There is no small business track in the new contract. Instead, there is a requirement for 32% of the work to go to small business subcontractors.

      Comments are due by Sept. 19 and the final RFP is expected around Oct. 12.
