On union organizing

      GSA issued a final rule, effective Sept. 2, to clarify that activities related to union organizing among contractors' employees in federal facilities are not covered by the restrictions on soliciting, posting and distributing materials at federal properties.

PSC objects to non-displacement proposal

      The Professional Services Council is raising concerns about DOL’s recent proposed rule on non-displacement of qualified workers in federal service contracts. Under the proposal, incumbent service contract employees would be granted rights to remain in their jobs under certain conditions when a contract changed hands. PSC said it questioned “the range and application of obligations” for contractors and asked whether “additional efficiency or economy” would be achieved.
