Executive order on govcon labor
President Trump on Aug. 3 issued an executive order asking federal agencies to review contracts and subcontracts awarded in fiscal 2018 and 2019 to determine the use of temporary foreign workers (including H1-B visa holders) or offshoring of work, and to evaluate whether those practices are having a "negative impact" on national security or the economy.
In addition, within 45 days after the order, the Homeland Security and Labor Depts. must take action to protect U.S. workers from "any adverse effects on wages and working conditions" from contractor employment of H-1B visa holders at job sites.
