House NDAA’s small biz items
The House on July 14 approved its version of the National Defense Authorization Act for Fiscal Year 2023 (NDAA), which includes 6 provisions specifically intended to benefit small business federal contractors.
The bipartisan House legislation approved $839 billion for national defense, which was $37 billion above President Biden’s request. The Senate has not yet acted on its NDAA for 2023.
According to a news release from the House Small Business Committee, the items affecting small contractors include:
- HR 5879, submitted by Rep. Marie Newman, D-IL, which clarifies that the 10% HUBZone Price Evaluation Preference applies to task orders; and
- HR 7670, introduced by Rep. Chrissy Houlahan, D-PA, would create a reporting requirement for the Small Business Administration’s (SBA’s) Women-Owned Small Business Program to increase transparency and accountability.
Additional measures in the House NDAA bill, apparently not numbered yet by the House Clerk, were these provisions:
- Rep. Scott Peters, D-CA, was the sponsor for the clause setting additional requirements for the SBA’s Small Business Procurement Scorecard;
- Rep. Troy Carter, D-LA, introduced the measure to allow small businesses participating in the SBA’s 8(a) Business Development program the option of extending their participation for an additional year;
- Rep. Houlahan sponsored the provision to extend the Small Business Innovation Research and Technology Transfer programs (SBIR/STTR) for two years;
- Rep. Kweisi Mfume, D-MD, submitted the provision to extend the deadline for completing the transfer of the certification process for veteran-owned and service-disabled veteran-owned small businesses from the Veterans Affairs Dept. to the SBA.
