DUNS-to-UEI transition snafus
Federal contractors are reporting multiple concerns regarding the government’s transition to a Unique Entity Identifier (UEI) system that may be delaying some contracting activities.
The chief concerns appear to involve the General Services Administration’s System for Award Management’s (SAM) ability to consistently recognize and track contractors’ information.
Contracting attorney Isaias Cy Alba said vendors in some cases are waiting more than two months for SAM problems with UEIs to be resolved. “In its current state, SAM is detrimental to the success of government contractors as a whole and, if permitted to continue as is, is likely to have a significant negative impact on small businesses,” he wrote in a recent blog (see the Column in this issue).
GSA officials acknowledged the SAM delays in a July 6 memo to procurement executives. “There have been some change management challenges and policy changes that we want to make sure you are tracking,” the GSA memo said.
GSA officials also said over 715,000 unique entities have been validated and registered since April 4, 2022.
