Shoraka says SBA moving forward on NDAA measures
The Small Business Administration is making progress in implementing provisions of the National Defense Authorization Act (NDAA) of fiscal 2013, John Shoraka, associate administrator, testified to a House subcommittee on July 15.
Last month, the SBA submitted a draft rule related to one of the NDAA provisions to the White House, Shoraka said.
It would allow small business prime contractors to utilize similarly situated small business subcontractors to perform the required percentage of work on the contract. “This will allow small businesses to work together to win contracts that are larger and have more complex requirements and that have not historically been suited for small business participation,” Shoraka said.
In addition, “in the near future, SBA will publish a rule to implement a new government-wide mentor-protégé program. The mentor-protégé program will be for all small business concerns, including socio-economic subcategories of small businesses, consistent with SBA’s mentor-protégé program for participants in SBA’s 8(a) Business Development Program,” Shoraka said.
Members of the House Small Business Subcommittee on Contracting and the Workforce criticized the SBA for not moving quickly enough on the NDAA rules. But others noted that SBA faces many challenges in implementing the rules.
