Thresholds raised for order protests, audits
DOD, GSA and NASA issued a final rule to raise the threshold for task-order and delivery-order protests to $25 million, up from $10 million. The new threshold applies to DOD, NASA and the Coast Guard.
The final rule also raises the threshold for audits of prime contract settlement proposals and subcontract settlements to $750,000, from $100,000. The audit threshold in the future will be the same as the threshold for certified cost or pricing data.

GSA chief says $310M tech mod is enough
GSA Administrator Emily Murphy considers the $310 million in total requested funding for the government’s new Technology Modernization Fund to be adequate for the time being.
Murphy told the House Appropriations Subcommittee on Financial Services that the amount is enough to jumpstart innovation and provide a “proof of concept” for new technologies.
The fiscal 2018 omnibus appropriations bill included $100 million for the new fund. GSA requested another $210 million for the fund in fiscal 2019.
“It’s a revolving fund. It allows us to go and make targeted investments, get the return on those dollars, and reinvest them into the next set of projects,” Murphy said at the April 26 subcommittee hearing.
Agencies can ask for additional appropriations to the technology modernization fund as necessary, she added.
