NAVY

      Alutiiq Harbor Offshore JV, Anchorage, AK (N39430-18-D-2045); GPA Technologies Inc., Ventura, CA (N39430-18-D-2046); Makai Ocean Engineering Inc., Waimanalo, HI (N39430-18-D-2047); Marine Ventures International Inc., Stuart, FL (N39430-18-D-2048); PCCI Inc., Alexandria, VA (N39430-18-D-2049); Sound & Sea Technology Inc., Lynnwood, WA (N39430-18-D-2050); and Truston Technologies Inc., Annapolis, MD (N39430-18-D-2051), are each awarded an IDIQ multiple award contract for capital improvements ocean facilities projects located within the Naval Facilities Engineering Command and Expeditionary Warfare Center area of responsibility. The maximum dollar value including the base period and one option for all seven contracts combined is $245,000,000. This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received. The Naval Facilities Engineering Command and Expeditionary Warfare Center, Port Hueneme, CA is the contracting activity.

      Elite Pacific Construction Inc., Kaneohe, HI (N62478-18-D-4022); Su-Mo Builders Inc., Honolulu, HI (N62478-18-D-4023); RORE Inc., San Diego, CA (N62478-18-D-4024); Environet Inc., Kamuela, HI (N62478-18-D-4025); Insight Pacific LLC, Brea, CA (N62478-18-D-4026); GM/Bulltrack JV LLC, Clackamas, OR (N62478-18-D-4027); and Alan Shintani Inc., Waipahu, HI (N62478-18-D-4028), are each awarded an IDIQ multiple award design-build/design-bid-build construction contract for construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Hawaii area of responsibility (AOR). The maximum dollar value including the base period and four option years for all seven contracts combined is $245,000,000. This contract was competitively procured via the Navy Electronic Commerce Online website, with 18 proposals received. The Naval Facilities Engineering Command, Hawaii, Joint Base Pearl Harbor, HI is the contracting activity.

      Progeny Systems Corp., Manassas, VA was awarded $9,099,774 for cost-plus-fixed-fee delivery order N68335-18-F-0007 against a previously issued basic ordering agreement (N68335-17-G-0054) to procure Small Business Innovative Research (SBIR) Phase III work that derives from, extends, or completes an effort performed under SBIR Topic N121-045 entitled “Maritime Airborne Service Oriented Architecture Integration.” Work will be performed in Patuxent River, MD (60%) and Manassas, VA (40%) The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ is the contracting activity.       The Informatics Applications Group, Reston, VA is awarded an $8,199,179 cost-plus-fixed-fee task order under a previously awarded IDIQ contract (N00014-18-F-7004) for the Office of Naval Research Information Technology Operations. This contract contains options, which if exercised, will bring the contract value to $47,090,484. Work will be performed in Arlington, VA. This requirement is a competitive 8(a) set-aside acquisition under a government wide acquisition contract with the National Institute of Health’s Information Technology Acquisition and Assessment Center contract vehicle, with eight proposals received in response to the solicitation. The Office of Naval Research, Arlington, VA is the contracting activity.

      Heckler and Koch Defense Inc., Ashburn, VA is awarded a maximum ceiling $29,427,750 five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the purchase of up to a maximum 15,000 M27 Infantry Automatic Rifle systems and spare parts. Work will be performed at Oberndorf, Germany (70%); Columbus, GA (20%); and Ashburn, VA (10%). This contract was awarded on a sole source basis under the authority of the Federal Acquisition Regulation, Part 6.302-1. The Marine Corps Systems Command, Quantico, VA is the contracting activity (M67854-18-D-1248).

      Pacific Ship Repair and Fabrication Inc., Everett, WA is awarded a $17,253,588 cost-plus-award-fee contract for the accomplishment of post shakedown availability (PSA) for DDG 51 class ship DDG 114. The PSA encompasses all of the manpower, support services, material, non-standard equipment and associated technical data and documentation required to prepare for and accomplish the PSA. This contract includes options which, if exercised, would bring the cumulative value of this contract to $20,739,153. This contract was competitively procured via the Federal Business Opportunities website, with one offer received. The Naval Sea Systems Command, Washington, DC is the contracting activity (N00024-18-C-2316).

ARMY

     Yorktown Systems Group Inc., Huntsville, AL was awarded a $22,781,609 cost-plus-fixed-fee contract for operations support services including conducting and providing predictive modeling and trend analyses concerning global asymmetric threats. Bids were solicited via the Internet with seven received. Work will be performed in Fort Meade, MD. U.S. Army Mission and Installation Contracting Command, Fort Eustis, VA is the contracting activity (W911S0-17-C-0007).

      4D Tech Solutions, Morgantown, WV was awarded a $25,000,000 cost-plus-fixed-fee contract for personnel, management, supervision, materials, equipment, and tools in support of the Army Research Laboratory’s Sensors and Electronic Devices Directorate’s Advanced Prototyping and Experimentation Team. Bids were solicited via the Internet with two received. U.S. Army Contracting Command, Aberdeen Proving Ground, MD is the contracting activity (W911NF-18-D-0005).
