GSA MAS mass modification coming in May
Another mass modification (mass mod) is coming for GSA’s Multiple Award Schedules.
GSA announced it will be issuing Solicitation 47QSMD20R0001 - Refresh #6 and an associated mass mod to all existing contracts in May. The mass mod includes:
- Implementation of the Verified Products Portal (VPP);
- Revised scope of drone authorizations;
- Updated Service Contract Labor Standards (SCLS) Wage Determinations;
- Replacement of digital certificates with DocuSign for electronic signatures;
- Clarification on Ability One Authorized Distributors;
- Updates to SCP-FSS-001 on offering identical items, Technical Factor 2, and on temporary waivers related to COVID-19 response efforts; and
- Updates through Federal Acquisition Circular 2021-02 through 2021-05 and GSAR Change 114 through 123

DUNS to be gone by April 2022
The GSA announced it has extended the deadline for transitioning away from the “DUNS” number to a new Unique Entity Identifier (UEI) to April 2022. The previous date for the transition was December 2020.
The federal government is working to replace the longstanding DUNS numbers identifying firms within SAM.gov.
Active registrants in SAM.gov will have their new UEI assigned to them. No action is required at this time.

House Small Business Committee examines PPP and EIDL fraud
The House Small Business Committee convened to review the GAO’s six reports and the SBA Inspector General’s 16 reports on fraud and abuse in the PPP and EIDL loan programs. Both programs are now on GAO’s high-risk list.
The GAO and SBA’s OIG together have uncovered more than $22 billion in potentially fraudulent loans approved by the SBA in 2020.
