More details on schedules modernization

      The next phase of the General Services Administration’s modernization of the Multiple-Award Schedules program involves standardizing terms and conditions to a much greater degree.

      Starting in June, GSA will propose new terms and conditions intended to go into effect Oct. 1. Contractors are being advised to review the new terms carefully.

      Renewals will be handled under existing terms until January 2020, when a mass modification is expected.

      “There will be some pretty significant changes,” Larry Allen, president of Allen Federal Business Partners, told Federal News Network. “The terms and conditions will be much more uniform.”

      Right now, about 80% to 85% of the terms and conditions in schedules are uniform, and the GSA aims to increase that to above 90%, Allen said.

      Contractors who negotiated specialized terms in their schedules contracts need to be especially careful about reading and understanding the standardized terms, and should respond to GSA’s requests for comment on proposed new terms.

      The terms and conditions modifications will take place in fiscal 2020 and likely will make the schedules “easier to manage,” Allen said.

      The next phase after that will be consolidation of contractors’ schedules into a single schedule, which will occur in fiscal 2021.

      Allen said his information was obtained in a March 20 meeting with Stephanie Shutt, director of the Multiple Award Schedule (MAS) Program Management Office, and members of the Coalition for Government Procurement.       GSA officials were not immediately available to comment.
