81 small biz contracts revoked

      Under an order by a court, the General Services Administration rescinded 81 small business set-aside contracts awarded on the Alliant 2 Small Business multiple-award contract.

      The GSA had awarded those contracts in February 2018.

      The U.S. Court of Federal Claims ruled in favor of protester Citizant Inc. and ordered GSA to rescore bids it had received for the estimated $15 billion IT services contract.

      The court agreed with Citizant that GSA had improperly credited competitors’ bids for having acceptable cost accounting systems, and that GSA also did not evaluate prices consistently.

      The Alliant 2 SB procurement has returned to pre-award status. “Proposal evaluation will continue and a new source selection decision is expected at a point to be determined,” the GSA said in a notice on FBO.gov.
