Biden requests $110 million for MBDA in 2024
President Biden’s proposed budget for fiscal 2024 would provide $110 million to the Commerce Dept.’s Minority Business Development Agency to improve opportunities for minority-owned enterprises.
The funds were authorized in the Bipartisan Infrastructure Act.
The money would be used to expand the MBDA’s Business Center program, fund Rural Business Centers, open new regional offices and support economic resiliency efforts.

Entity Administrator role modified for SAM.gov
To improve security, GSA announced that Entity Administrator access to SAM.gov is being limited to federal contractors’ and other entities’ own employees, officers or board members.
Third parties now may serve only in a Data Entry role.
“Effective March 3, 2023, when you register an entity or update an entity registration, you must attest to your affiliation with the entity. If you are not an employee, officer, or board member of the entity, you will no longer be able to hold the Entity Administrator role,” GSA announced on GSA Interact.

Quick closeouts
A final rule--effective March 1--expands contracts eligible for quick closeout procedures at DOD. It states that cost amounts are insignificant when unsettled direct and indirect costs are less than $2 million. That would appear to increase eligibility for many small contractors.

No more “no invoice”
GSA is proposing to amend the GSAR to remove a clause requiring the government to pay some contractors without submission of an invoice. It applies to “non-commercial fixed price contracts for support or services” in some situations. GSA said there is no historical information on why the clause was created more than 10 years ago.
