SBA gov’t contracting funds up 1.5%

But HUBZone down 4.4%

      The Trump Administration’s budget request for the Small Business Administration in fiscal 2019 proposes a 1.5% increase for small business federal contracting programs, and a nearly 15% drop in funding for entrepreneurial programs, including business development centers.

      Total funding for the SBA’s contracting assistance programs is proposed at $89.9 million, up from $88.5 million this year, according to Table 10 in the SBA’s Budget Justification. That is an increase of 1.5% in comparison to this year’s “Annualized Continuing Resolution” level.

  • 8(a) Business Development would get $53.3 million, up by 2%;
  • The HUBZone Program would get $9.5 million, down by 4.4%;
  • Prime Contracting Assistance is slated for $16.2 million, up by 1.9%;
  • The “Women’s Business Program” would get $1.5 million, a 2% increase;
  • and the Subcontracting Program would receive $4.8 million, a rise of 2%.

      The SBA’s Entrepreneurship Programs would get $220 million, which is a 14.7% drop from the current level of $253 million.

  • Small Business Development Centers (SBDCs) are budgeted for $165 million, down 7%;
  • Women's Business Ownership would get $28 million, down 5%;
  • The SCORE program would get $17 million, down by 0.5%;
  • Native American Outreach would drop to $2.7 million, a decrease of 17%;
  • SBA support for Entrepreneurial Development Clusters and Entrepreneurship Education would fall to only $7 million, a reduction of 70% from the current level of $24 million. The SBA says it will offer more online resources in this area.
  • Veterans Business Development would be $25.5 billion, down by 1.5%;
  • Field Office Counseling would be $10.4 billion, a 3% increase;
  • Field Office Training would rise to $21 million, a 3% increase;
  • The Office of Inspector General would get $33.7 million, which is a 14% increase;
  • The Office of Advocacy is designated for $12.9 million, a boost of 3%.

      Overall, the SBA is seeking total budget authority of $834 million for fiscal 2019, which is $53 million less than this year’s enacted level, or a 5.9% decrease, according to President Trump’s budget request document.
