    PALT to be defined in rule 
      	For contracts above $150,000, the Office of Federal Procurement Policy  is proposing to define Procurement Administrative Lead Time (PALT) as the time between “initial solicitation” and award. Draft solicitations, no-RFP orders, two-step BPAs, etc. have more guidelines. Comments are due by Feb. 20.
