NAICS for non-manufacturer waivers

The SBA published a notice on Dec. 6 stating that it will use only NAICS codes to identify eligibility for class waivers for the Nonmanufacturer Rule. In the past, the SBA utilized both NAICS codes and the 4-digit Product Service Codes (PSCs).

Under the nonmanufacturer rule, recipients of small business and socioeconomic set-asides must provide a product that they manufacture or that is manufactured by a small business.

There are class waivers for classes of products that are not made by any small firms. SBA will use NAICS codes to identify small firms eligible for the class waivers.
