Biden lifts SDB goal to 11% in 2022, on track to 15% in 2025
President Joe Biden on Dec. 2 announced an 11% governmentwide goal for procurements from Small Disadvantaged Businesses (SDBs) for fiscal 2022, initiating a path to a 15% SDB goal by fiscal 2025.
The goals, along with several other actions, implement Biden’s Executive Order 13985 on Advancing Racial Equity and Support for Underserved Communities. They are intended to drive an additional $100 billion in federal awards to SDBs over five years.
The SDB procurement goal set by Congress is 5%, which has been exceeded in recent years. Average SDB procurement in the last five years was 9.8%, according to the White House.
To support the new goals and strengthen small business contracting, the Office of Management and Budget announced several actions, including:
- Publishing, for the first time, disaggregated data of federal contracting spend by race/ethnicity of business owners;
- Changing Category Management practices to boost awards to SDBs;
- Increasing new entrants; and
- Increasing accountability for achieving small business contracting goals.
