House Small Business Committee items in latest NDAA
The House Small Business Committee announced that several measures its members had initiated to help small federal contractors were included in the jointly-negotiated latest version of the National Defense Authorization Act for Fiscal 2022. The House approved the bill last week. Senate passage was pending at press time.
“Too often, small businesses have a harder time winning contracts compared to their larger peers,” Committee Chair Nydia M. Velázquez (D-NY) said in a news release. “These provisions will help even the playing field.”
The items include:
- Cybersecurity: The NDAA’s Section 866 requires the Defense Secretary to submit a report on the Cybersecurity Maturity Model Certification (CMMC) framework’s effect on small businesses. (See story on left);
- Military Construction: The provision requires the Comptroller General to examine procurements for maintenance and upgrades of domestic military installations, including whether contracts are competitive and how many are awarded to small firms; and
- Performance Bonds: This measure exempts from periodic inflation adjustments the threshold for payment and performance bonds and the threshold for alternate payment protections under the Miller Act.
