GAO protests up by 1%
The Government Accountability Office received 2,607 bid protests and related contracting complaints in fiscal 2018, which was a 1% increase over the previous year, the agency said in its annual report to Congress.
Overall, 15% of the complaints were upheld, down from 17% the previous year. The effectiveness rate, which includes cases in which agencies voluntarily took corrective action before a decision was made, was 44%.
Effectiveness rates ranged from a low of 43% in 2014 and a high of 47% in fiscal 2017, for the five-year period.
A notable change was that the GAO held only five protest-related hearings in fiscal 2018, a five-year-low. The number of hearings dropped each year from a peak of 42 in fiscal 2014.
The main reasons for sustaining protests in 2018 were an unreasonable technical, cost or price evaluation, or a flawed selection decision.
