NAVY

     Astro Mechanical Contractors Inc., El Cajon, CA (N62473-19-D-2416); Heffler Contracting Group, El Cajon, CA (N62473-19-D-2417); Public Works Contractor Inc., doing business as PWC Inc., Spring Valley, CA (N62473-19-D-2418); Souza Construction Inc., Farmersville, CA (N62473-19-D-2419); Ja’nus Ventilation and Mechanical Inc., Lakeside, CA (N62473-19-D-2420); and Able Heating and Air Conditioning Inc., Chula Vista, CA (N62473-19-D-2421), are each awarded an IDIQ multiple award construction contract for new construction, renovation, and repair by design-bid, of heating, ventilation, and air conditioning (HVAC) system projects at various government installations located in CA (90%) as well as AZ, CO, NE, NM and UT. The maximum dollar value including a two-year base period and one three-year option period for all six contracts combined is $200,000,000. Astro Mechanical Contractors Inc., is being awarded the initial project task order at $1,618,230 to repair HVAC system in H60 Simulator Facility, Naval Base Coronado (NBC) Building 352 at NBC, San Diego. This contract was competitively procured as a small business set-aside procurement via the Navy Electronic Commerce Online website with 19 proposals received. The NAVFAC Southwest, San Diego, CA is the contracting activity.

      The Concourse Group LLC, Annapolis, MD is awarded a maximum amount $29,000,000 IDIQ contract for professional services in support of the Department of Navy’s (DoN) Public Private Venture (PPV) and Real Estate (RE) Programs. This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received. The Naval Facilities Engineering Command, Atlantic, Norfolk, VA is the contracting activity (N62470-19-D-8008).

      Grove Resource Solutions Inc., Frederick, MD (N6523619D4800); Millennium Corp., Arlington, VA (N6523619D4801); and SimVentions Inc., Fredericksburg, VA (N6523 619D4802); are the small businesses among the firms each awarded a combined $898,000,000 multiple award IDIQ performance-based service contract utilizing cost-plus-fixed-fee and firm-fixed-price task orders. The contracts are for Cyber Mission Engineering support services. If all options are exercised, the cumulative value of these contracts will increase to $962,000,000. Work will be performed worldwide. The multiple award contracts were competitively procured by full and open competition with reserves for small business via the Space and Naval Warfare Systems Center e-Commerce central website and the Federal Business Opportunities website, with 25 timely offers received. Space and Naval Warfare Systems Center Atlantic, Charleston, SC is the contracting activity.

      Archer Technologies International Inc., Shawnee, OK is awarded an $11,896,710 firm-fixed-price IDIQ contract. This contract provides for supplies and repair services in support of the U.S. Navy and U.S. Air Force Guided Bomb Unit GBU-10, GBU-12, GBU-28, and GBU-32 weapon system. Work will be performed in Shawnee, OK (90%) and China Lake, CA (10%). This contract was competitively procured via an electronic request for proposals as a 100 percent small business set-aside; one offer was received. The Naval Air Warfare Center Weapons Division, China Lake, CA is the contracting activity (N68936-19-D-0019).

      QBS Inc., Alliance, OH is awarded $8,422,000 for firm-fixed-price task order N4008519F4222 under a previously awarded firm-fixed-price multiple award construction contract (N40085-17-D-5040) for the replacement of a concrete batch plant located in Building 20 at the Philadelphia Navy Yard. This requirement includes the procurement, design, and installation of four new 45-cubic-foot cement mixers with sand and cement delivery systems and various structural components, spare parts, technical documentation, training, and the demolition and removal/disposal of the existing cement plant. Work will be performed in Philadelphia, Pennsylvania, and is expected to be completed by November 2019. Fiscal 2019 Research, Development, Test and Evaluation, (Navy) contract funds in the amount of $8,422,000 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity.

ARMY

      BridgePhase LLC, Arlington, VA (W15QKN-19-D-0005); Insap Services Inc., Marlton, NJ (W15QKN-19-D-0006); Johnson Technology Systems Inc., Dover, NJ (W15QKN-19-D-0007); and Softek International Inc., Piscataway, NJ (W15QKN-19-D-0008), will compete for each order of the $72,377,360 firm-fixed-price contract for information technology services for Armament Research, Development and Engineering Center. Bids were solicited with seven received. U.S. Army Contracting Command, NJ is the contracting activity.

      Carolina Growler Inc., Star, NC, was awarded a $66,665,620 firm-fixed-price contract for M1269 light engineer utility trailers. Bids were solicited with six received. U.S. Army Contracting Command, Warren, MI is the contracting activity (W56HZV-19-D-0013).

      Employment Source Inc., Fayetteville, NC was awarded a $43,500,000 firm-fixed-price contract for dining facility attendant services. One bid was solicited with one bid received. U.S. Army Mission and Installation Contracting Command, Fort Bragg, NC is the contracting activity (W91247-19-D-0002).
