Third CR possible, appropriations talks go on
Lawmakers have made progress on completing appropriations bills for fiscal 2020 but may not finish before the Dec. 20 deadline. That is when the current Continuing Resolution expires.
While appropriations talks are continuing, impeachment and trade negotiations are adding uncertainty.
House Speaker Nancy Pelosi, D-CA, told CNN on Dec. 6 that a third CR is possible to keep the government open through the holidays. She does not anticipate a shutdown.
“I don’t think we’re headed for a shutdown,” Pelosi said, adding that President Trump experienced no benefit from shutting down the government for 35 days in 2019 and is unlikely to do it again.

Industry opposing “beneficial owner” bills
A coalition of industry groups is opposing so-called “beneficial owner” bills that have made progress in the House and Senate. The groups say the proposed laws would be burdensome to small firms and would put small business privacy at risk.
The bipartisan bills aim to reduce financial crimes, money laundering and terrorist financing by requiring U.S.-based corporations to identify their true owners.
The House passed HR2513, the Corporate Transparency Act, by Rep. Carolyn Maloney, D-NY. Sen. Mark Warner, D-VA, submitted S2563, the ILLICIT-CASH Act, for similar goals.

SBA sets Women’s Biz Ctrs final rule
The SBA is implementing rules and regulations for the Women’s Business Center program in a final rule effective on Jan. 24.
The regulation outlines program setup and delivery requirements, including terms and definitions, and program policies. It defines SBA’s oversight responsibilities for program participation, application procedures, financial management and grant administration, financial auditing, suspension and debarment.
