NAVY

     A2 JV, Lexington Park, MD is awarded an $84,776,227 cost-plus-fixed-fee, cost-reimbursable IDIQ contract. This contract provides support services for the Airborne Systems Integration Division in the design, development and demonstration of sensor capabilities for a variety of platforms, manned and unmanned, airborne, shipborne, and fixed mobile ground stations for the Department of Defense and other government agencies. Work will be performed in Lexington Park, MD (44%); Saint Inigoes, MD (35%); and Patuxent River, MD (15%); and other locations. This contract was competitively procured via an electronic request for proposal; four offers were received. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD is the contracting activity (N00421-21-D-0009).

      Heffler Contracting Group, El Cajon, CA (N62473-21-D-1207); and RA Burch Construction Co. Inc., Ramona, CA (N62473-21-D-1210) are the small businesses among the 14 companies each being awarded an IDIQ multiple-award construction contract for new construction, repair and renovation of commercial and institutional facilities at various government installations. The maximum dollar value including the base period and one option period for all contracts combined is $2,500,000,000. The work to be performed provides for new construction, repair and renovation within NAICS code 236220, by design-build or design-bid-build, of commercial and institutional facilities. All work on these contracts will be performed at various government installations within the Naval Facilities Engineering Systems Command (NAVFAC) Southwest area of operations including, but not limited to, CA (90%); AZ (6%); NV (1%); UT (1%); CO (1%); and NM (1%). This contract was competitively procured as a full and open unrestricted procurement with two reserves for highly qualified small businesses via the beta.sam.gov contract opportunities website with 28 proposals received. The reserves were met by award to Heffler Contracting Group and R. A. Burch Construction Co., Inc. These contractors may compete for task orders under the terms and conditions of the awarded contracts. NAVFAC Southwest, San Diego, CA is the contracting activity.

     Better by Design LLC, New Boston, MO (W912P9-21-D-0011); Davinroy Mechanical Contractor Inc., Belleville, IL (W912P9-21-D-0012); Eagle Eye Electric LLC, Las Vegas, NV (W912P9-21-D-0013); Gale Construction of Illinois, Joliet, IL (W912P9-21-D-0014); Bloomsdale Excavating Co. Inc., Bloomsdale, MO (W912P9-21-D-0015); Keller Construction Inc., Glen Carbon, IL (W912P9-21-D-0016); Magruder Construction Co. Inc., Eolia, MO (W912P9-21-D-0017); Shinn Kellogg LLC, Albia, IA (W912P9-21-D-0018); Syte Corp., Chicago, IL (W912P9-21-D-0019); Medvolt Construction Services LLC, Kansas City, MO (W912P9-21-D-0020); and A&H Ambica JV LLC, Livonia, MI (W912P9-21-D-0021), will compete for each order of the $95,000,000 firm-fixed-price contract for the construction of various civil and flood recovery projects. Bids were solicited via the internet with 13 received. The U.S. Army Corps of Engineers, St. Louis, MO is the contracting activity.

      AITC-Five Domains JV LLC, Winter Springs, FL was awarded a $36,000,547 firm-fixed-price contract to provide train, advise, assist and mentor services to the Kingdom of Saudi Arabia. Bids were solicited via the internet with one received. Work will be performed in Riyadh, Saudi Arabia. The U.S. Army Contracting Command, Orlando, FL is the contracting activity (W900KK-21-C-0006).

      Butt Construction Co. Inc., Dayton, OH was awarded a $9,061,000 fixed-price-award-fee contract for renovation of Human Performance Wing Building 441 at Wright Patterson Air Force Base. Bids were solicited via the internet with seven received. Work will be performed at Wright Patterson AFB, Ohio. The U.S. Army Corps of Engineers, Louisville, KY is the contracting activity (W912QR-21-C-0004).

      Panacea Group LLC, Seymour, WI, was awarded a $9,900,000 modification (P0004) to contract W911SA-19-D-2002 for sustainment, modernization and improvement projects. Bids were solicited via the internet with six received. The U.S. Army 419th Contracting Support Brigade, Fort Bragg, NC is the contracting activity (W911SA-19-D-2002).

      Global Ordnance LLC, Sarasota, FL (W52P1J-21-D-0001); and High Noon Unlimited Inc., Holiday, FL (W52P1J-21-D-0002); are the small businesses among the companies that will compete for each order of the $12,450,000 firm-fixed-price contract for procurement of trinitrotoluene. Bids were solicited via the internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 30, 2025. The U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

DEFENSE LOGISTICS AGENCY

     Guardian Manufacturing LLC, Willard, OH has been awarded a maximum $9,315,618 firm-fixed-price IDIQ contract for butyl chemical protective gloves and toxicological agent protective gloves. This was a competitive acquisition with one offer received. This is a one-year base contract with one one-year option period. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, PA (SPE1C1-21-D-1416).

      SupplyCore Inc., Rockford, IL (SPE8E3-21-D-0001, $90,000,000); and Noble Supply and Logistics, Rockland, MA (SPE8E3-21-D-0002, $90,000,000) have each been awarded a firm-fixed-price contract under solicitation SPE8EG-13-R-0002 for facilities maintenance, repair and operations. These were sole-source acquisitions. Locations are IL, MA, AL, FL, NC, SC, GA and TN. The contracting activity is DLA Troop Support, Philadelphia, PA.
