VA prepares $25B VECTOR professional services contract
The Veterans Affairs Department is preparing a solicitation for a 10-year, multi-billion-dollar professional services contract to be known as VECTOR, which will be set aside for service-disabled veteran-owned small businesses (SDVOSBs).
VECTOR is a strategic sourcing vehicle with a $25 billion ceiling. The VA anticipates releasing a solicitation shortly with awards in January 2017.
The VA has issued several special notices about the contract, including a notice of an upcoming meeting for vendors on Dec. 6 in Quantico, VA. Registrations are due by Dec. 2, the notice states.
VECTOR is a multiple-award IDIQ contract that covers non-IT professional services, and will be grouped by service areas including Oversight, Improvement, Analyses, Training, Outreach, Supply Chain, Operations Maintenance and Logistics, and Healthcare Management. Each service group will have about 10 contractors, the VA said in a PowerPoint presentation posted on FBO.gov.
VECTOR has a $25 billion ceiling, but it is unlikely to reach that level, according to Bloomberg Government.
Bloomberg Government said its own records show the VA spent about $7.3 billion on knowledge-based services from fiscal 2012 to fiscal 2016, including about $3 billion to all small businesses and about $1.8 billion to SDVOSBs and veteran-owned small businesses.
“Those spending levels suggest VECTOR’s $25 billion could be inflated, given that orders on the vehicle will only be addressable by veteran-owned businesses,” Bloomberg Government said.
