Trump’s “Penny Plan” for civilian federal agencies
President-elect’s “Penny Plan” for civilian federal agencies released in September is getting more attention.
According to the nonpartisan Committee for a Responsible Federal Budget, Trump’s Penny Plan would reduce the caps on non-defense discretionary spending by 1% a year, with no allowance for inflation. Currently, the caps allow for $518 billion spending a year.
The committee estimates that Trump’s plan would save roughly $740 billion, and would shrink the non-defense discretionary budget by roughly 25%, within 10 years.
While Trump says the plan would save $1 trillion over 10 years, the committee believes the actual savings would be less than that.

Navy contractor hack
The Navy said unknown hackers gained access to sensitive personal information of 130,000 U.S. sailors. The hack reportedly occurred through a laptop used by a Hewlett Packard Enterprise Services employee working on a Navy contract.
The data affected included Social Security numbers for former and current sailors.
Investigation is continuing, and the sailors are being provided with credit monitoring services.
Order-Level Materials
The proposed rule on purchasing Order-Level Materials within GSA Schedules contracts does not create the parity that the government aimed for, the Coalition for Government Procurement said.
“Unfortunately the changes proposed by this rule will not result in a program equally as flexible as the Schedule’s competitor vehicles,” CGP wrote in comments.

“Acquisition personnel are permitted and encouraged to engage in responsible and constructive exchanges with industry, so long as those exchanges are consistent with existing law and regulation and do not promote an unfair competitive advantage to particular firms,” the Federal Register notice states.
