E-Signatures for schedules holders on Nov. 30
Multiple-Award Schedule contract holders will begin using DocuSign e-signatures to digitally sign documents in GSA’s eOffer and eMod system starting on Nov. 30, GSA announced.
From Nov. 25-29, contractors and offerors will not be able to submit new offers and requests for modifications in eOffer and eMod. However, contractors/offerors will be able to initiate new and work on in process offers and modification requests, GSA said.
All documents pending signature must be signed by the contracting officer and vendor/offeror by Nov. 23.

OPM merger is off
OPM Director Michael Rigas, in an email to staff, said the Trump Administration is no longer actively working toward merging OPM and GSA.
"As Congress has not acted on the administration's legislative proposal, we are no longer devoting time and energy to the merger and are focused on ensuring OPM can function as a standalone personnel agency," Rigas wrote.

Rule on application of micropurchase limit
The administration proposed a new rule that raises the threshold for fair opportunity to the micropurchase level on certain task and delivery orders. Comments to the proposed rule are due Dec. 21.
