Gov-wide veteran certs?
House and Senate conference members for the NDAA for fiscal 2021 are negotiating whether to include a provision authorizing SBA to set up a government-wide certification program for SDVOSBs.
The little-noticed provision, Section 831 of the House version, would transfer verification and certification authority from the VA to the SBA.
The Senate bill did not have that provision in its version of the NDAA.
If the House’s provision is adopted in the final version of the NDAA negotiated in the conference committee with the Senate, and if the final version passes Congress and becomes law, the certification requirement would take effect in two years. However, implementation could be jointly extended by the VA and SBA.
VA’s Center for Verification would be closed down and its functions transferred to the SBA.
Rep. Mac Thornberry, R-TX, ranking member of the House Armed Services Committee, recently said the House/Senate conference report on the NDAA likely will not be available until after Nov. 3.
