DOD limits use of LPTA
The Defense Dept. published a final rule on Sept. 26 to put into effect significant limitations on the use of Lowest Price Technically Acceptable (LPTA) criteria in contracting. The rule went into effect Oct. 1.
The rule prohibits LPTA in procurements of IT and cybersecurity services and knowledge-based professional services, among others.
The GAO recently found that 25% of DOD agencies used LPTA in fiscal 2018 (https://bit.ly/2nw6NY3).
