GOP bill would eliminate joint employer standard
The House Education and the Workforce Committee held a hearing on the GOP-led HR 3441 to limit the National Labor Relations Board’s joint-employer standard. The standard is used in wage-and-hour issues and collective bargaining.
The ACLU says the bill would reverse decades of practice and severely hurt worker protections set under the Fair Labor Standards Act and National Labor Relations Act.

Anti-LPTA bill gets OK
The House Oversight Committee approved legislation to limit use of Lowest-Price Technically-Acceptable (LPTA) criteria in federal contracts. The Promoting Value Based Procurement Act says that to use LPTA, contracting officers must show that non-price factors are unlikely to make a difference.

Zielinski in IT role
The Office of Management and Budget announced Bill Zielinski is the governmentwide IT category manager, according to published reports.
The post previously was held by Mary Davie, who has been promoted at GSA (see story on Page 3).

US CIO Council to host tech job fair
The Federal Chief Information Officers Council announced it will host a governmentwide Federal Tech/Cyber Hiring and Recruitment Event in Silver Spring, MD on Nov. 6 and 7.
The event is billed as the first of its kind. Some 20 federal agencies are involved. Candidates must register and apply to specific jobs at USAJOBS.gov by Sept. 29.
