SAVE THE STORY AS STORY1.HTM THRU STORY99.HTM. --> <P> <!--<h2> <i>Set-Aside Alert</i> news analysis: </h2> --> <h1> House passes $1.2T spending bill </h1> <h4> Lawmakers OK Harvey aid, debt ceiling hike and 3-month CR </h4> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; After returning from their August recess, the Republican-led House passed several major pieces of legislation in the last two weeks. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The House on Sept. 14 approved all 12 appropriations bills for fiscal 2018 rolled into a single omnibus package totaling $1.2 trillion. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The legislation (HR3354) would increase funding for defense agencies beyond what is allowed under the 2011 bipartisan Budget Control Act, triggering sequestration. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The lack of compliance with the budget agreement is one of the reasons it is not expected to pass in the Senate in its current form. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The legislation also would make cuts to civilian agencies, but those cuts are not as deep as the reductions proposed by President Trump. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; In addition, the House approved legislation on Sept. 8 to keep the government open until Dec. 8, avoiding a shutdown. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; They also OK d money for Hurricane Harvey relief and raised the nation s debt ceiling, which is the maximum amount the U.S. can borrow to pay its debts. </p> <p> <b>Omnibus spending bill</b> </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The House included $658 billion in defense spending and $87 billion for the anti-terrorism Overseas Contingency Operations fund. The House OK d a military budget of $70 billion above the current enacted level, which is a 13% increase, according to Bloomberg. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Overall, non-defense spending in the House bill is $511 billion, which is $8.7 billion below the current year enacted level, a cut of 1.7%. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Lawmakers merged the four previous appropriations bills that they had passed before the recess--for the Defense, Energy, Interior and Veterans Affairs departments--with eight additional appropriations bills. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The omnibus bill was approved by a 211-198 vote largely along party lines. </p> <p> <b>Homeland Security</b> </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; According to Rep. Hal Rogers, R-KY, chair emeritus of the House Appropriations Committee, the Homeland Security Dept. was allocated $44.3 billion, including: <ul> <li> $1.6 billion to begin construction of Trump s border wall. <li> $13.8 billion for Customs and Border Protection, an increase of $1.6 billion. There is $100 million to hire 500 new Border Patrol agents, $131 million for new border technology, $106 million for new aircraft and sensors and $109 million for new inspection equipment. <li> $7 billion for Immigration and Customs Enforcement, which is $620 million above the current enacted level. ICE would get $185.6 million to hire 1,000 additional law enforcement officers and 606 support staff, and $2 billion for investigations; and <li> $690 million for firefighter grants. </ul> </p> <p> <b>Other civilian agencies</b> </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Environmental Protection Agency got whacked with a $528 million budget cut. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; But other civilian departments slated for cuts did not fare as poorly as expected. There even was $1.1 billion more for the National Institutes of Health, instead of a deep cut. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Food and Drug Administration would get $5.2 billion, which is $490 million above the current enacted level. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The bill has only $8 billion for the General Services Administration s Federal Buildings Fund, nearly $2 billion less than what the agency wanted. </p> <p> <b>Other highlights of the bill</b> </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; According to Rogers, there is: <ul> <li> $2.9 billion for Community Development Block Grants; <li> $1.9 billion for the Substance Abuse Block Grant for opioid abuse prevention and treatment; <li> $1.7 billion for the Job Corps; <li> $1 billion for TRIO, to help students with disabilities, which is $200 million more than requested; <li> $500 million for the Drug Enforcement Agency s Byrne JAG Program against drug use and violent gang activity; and <li> $890 million for rural housing initiatives. </ul> </p> <p> <b>Harvey relief</b> </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The House approved Resolution 502 with $7.85 billion in emergency funding for Hurricane Harvey relief in the Gulf Coast. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; That includes $7.4 billion for the Federal Emergency Management Agency s Disaster Relief Fund. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; There also is $450 million to support the Small Business Administration's disaster loans. </p> <p> <b>Next steps</b> </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The House omnibus spending bill now goes to the Senate, which has not passed any appropriations bills yet.
