SAVE THE STORY AS STORY1.HTM THRU STORY99.HTM. --> <P> <h2> <i>Set-Aside Alert</i> news analysis: </h2> <h1> Panel promotes HUBZone bill </h1> <!--<h4> </h4> --> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The leaders of the House Small Business Committee are promoting their bipartisan legislation to  freeze HUBZone designations for five years at a time. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Rep. Nydia Velazques, D-NY, recently introduced HR 3294, which was co-sponsored by Chairman Rep. Steve Chabot, R-OH. They believe the bill will address concerns about the struggling Historically-Underutilized Business Zone (HUBZone) program. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; One of the main concerns is that it is difficult to track when and how often a HUBZone geographic designation may change. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; There are different timetables and mechanisms for the geographic designations of urban and rural HUBZones, as well as for HUBZones in Indian lands, base closure areas and disaster areas. The rural updates can occur annually. The urban updates occur when new census and labor market data is updated. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; According to the Government Accountability Office, the Small Business Administration generally updates the HUBZone maps twice a year; some areas gain designations and others lose them. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Under HR 3294, the current HUBZone map would be frozen until 2020, and thereafter would change every five years. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The bill also adds performance metrics for HUBZones. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; While the bill has bipartisan support, with the House and Senate already having OK d defense authorization bills for fiscal 2018, it may be too late for this bill to be included this year. </p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; There were about 19,700 HUBZones and 4,800 certified HUBZone firms as of late 2016, the GAO says.
